The idea of a drug-free Britain is idealistic. It's never been realised, and looks increasingly unrealisable. Prohibition is only a sensible policy if demand is minimal and can only be made to work with draconian penalties for consumption and surveillance that is totalitarian. The harm done in pursuing this ideal is greater than the harm created by the drugs themselves."
