"HARTLEPOOL'S neighbourhood policing scheme is proving to be a benchmark for forces across the country. Officers in the town were among the first in the country to spearhead the initiative in April last year.And Cleveland Police's commissioning department is now creating an easy-to-follow guide for interested forces nationwide. Head of commissioning Mike Hopkins said it was a reminder to police officers and non-technical staff ''that raises the awareness of the points to consider". "It's about the best use of resources set out in a user-friendly guide that clarifies roles and responsibilities for all concerned. "Step by step it creates a guide which explains the whole process of delivering neighbourhood policing effectively."
