"One in three supervisory sergeants in England and Wales say they are unable to manage their workload. HM Inspectorate of Constabulary's review into frontline supervision has revealed that workload and bureaucracy feature high up on the list of sergeants' concerns, as a third of supervisors' time is spent on administrative work...The HMIC is still in the process of drafting its final report, but early figures show that many of the sergeants' worries - such as shift patterns and flexible working - were outside the remit of the inquiry, which focused on preparation, training and support."
