"An automatic ban on murder suspects being given bail is to be ruled out by the Government today because it would breach their human rights. Jack Straw, the Justice Secretary, will announce that moves to restrict the use of bail in cases where suspects are charged with serious crimes would breach the right to liberty as laid down in the European Convention on Human Rights."
