"Prime Minister Helen Clark is promising wider powers for police to speed the recall of prisoners on parole, after parolee Graeme Burton murdered a man despite police warnings about him. In her annual Statement to Parliament yesterday, Miss Clark said police may soon have powers to sidestep the Probation Service and approach the Parole Board directly to request the recall of a dangerous parolee. The announcement follows that police asked the Parole Board to recall convicted murderer Burton to prison five weeks before he went on a rampage in which he killed a man."
