"Nearly 40 documented gang members who wore Global Positioning System ankle bracelets as a condition of their parole were returned to prison in the last 11 months for violating the terms of their release.
Although the state began monitoring sex offenders using GPS ankle bracelets in 2005, San Bernardino is the first city in California to use the technology to track high-risk gang members.
