[USA] Electronic Tracking 'Remedy' for Gang Violence / GovTech.com, 12 November 2007
http://www.govtech.com/gt/184687?topic=117691
"Gang area zoning involves the zoning of specific known and targeted gang areas. Sky Detective, Inc. has a Pending Patent for a GPS/CDMA assisted device that can be attached to individual gang members by order of the Court, as a condition of their probation or parole, which provides the gang member's location at all times. He or she would not be able to leave or enter designated areas (inclusion or exclusion zones) without alerting the Monitor for immediate action. Rival gang locations can be zoned as exclusion areas for the offender. This is a very real deterrent in preventing known gang members from becoming mobile in order to converge and engage in gang activities."

The Twin Inventors of Electronic Monitoring Still Have Regrets / Wired.com, 23 October 2007

Gary Wolf
"[...] The Gables described their invention in the journal Behavioral Science in 1964. They envisioned a system that would automatically track young offenders as they moved around a city. The kids could be rewarded for showing up at the right place at the right time: behaviour modification in the form of a game. That's not how things turned out. With its roots in psychology forgotten, electronic monitoring became just another legal sanction."

[USA] City sees early success in GPS program / SBSun.com, 26 February 2007
http://www.sbsun.com/news/ci_5306130
Joe Nelson
"Nearly 40 documented gang members who wore Global Positioning System ankle bracelets as a condition of their parole were returned to prison in the last 11 months for violating the terms of their release.
Although the state began monitoring sex offenders using GPS ankle bracelets in 2005, San Bernardino is the first city in California to use the technology to track high-risk gang members. Using technology to track violent criminals was one strategy in an 18-point anti-crime plan Mayor Pat Morris published last year during his campaign for office. Another theme in his plan centered on partnering with officials outside the city to combat violent crime."

http://www.govtech.net/magazine/channel_story.php/103129
"Massachusetts Lieutenant Governor hailed the signing of legislation that authorizes courts to require domestic abusers who violate existing restraining orders to wear a GPS tracking device. These devices will automatically notify the authorities and the victims should an offender enter geographic "exclusion zones" set by the court. Offenders with the financial means will also be responsible for the expense of the GPS bracelet, which is estimated to cost $10 per person per day."
