"New research has revealed that children aged under 10 committed almost 3,000 crimes last year. Yet, these children cannot be charged with an offence. In England and Wales the minimum age of criminal responsibility is 10. Below that age, children are presumed to have insufficient understanding of the difference between right and wrong to be legally responsible for their behaviour. In the light of these findings, should we reduce the age of criminal responsibility?"
