"Immigrants have a harder time finding jobs in Quebec than in other provinces. The unemployment rate for the foreign-born was 9.2 percent in 2006 in Quebec, compared to 6.3 percent for those born in Canada. In the Atlantic provinces, the unemployment rate for immigrants, 4.1 percent, was lower than the provincial rate, 8.9 percent. Quebec has since 1991 selected 60 percent of its immigrants, aiming to preserve its francophone roots- 72 percent of provincial residents are considered francophone."
