"The first EWS guidelines were published in 2001 and they have largely fulfilled their purpose. The new guidelines are the result of cooperation between the two organisations responsible for the EWS: EMCDDA and Europol. The new EWS guidelines explain clearly all steps, procedures, roles, responsibilities and the sequence of actions, thereby enabling all partners at European level to play their part in ensuring that the EWS reinforces the European Union’s actions to curb the use of new psychoactive substances."
