"Recently, national media has created widespread exposure for the increased use of replacement drug treatment methods such as Methadone and Suboxone. The "CBS Evening News with Katie Couric" and USA Today have both touched upon some of the dangers these replacement methods present, which include new dependencies and death due to overdose. With prescription drug abuse rates now surpassing those of marijuana, it has become increasingly important to develop new methods for treatment. However, is the simple replacement of one drug for another the answer?"

The illicit ATS trade in Oceania is of great concern to contemporary criminal justice and poses an imminent challenge to law enforcement agencies, governments, and the international community. This study examines the market for ATS in Oceania including Australia, New Zealand, and the Pacific Islands, and the involvement of criminal organisations in that market."

Improving the Civil-Criminal Interface for Victims of Domestic Violence

AMANDA L. ROBINSON
"This exploratory study investigated the ‘interface’ between the civil and criminal courts in Cardiff using information from victims of domestic violence, advocates, and solicitors. The ‘interface’ between civil and criminal courts is completely dependent upon the advocates that support victims through the legal process, rather than any formal policy or procedure. Whilst in Cardiff these arrangements appear to be effective, developing the interface between civil and criminal courts needs to be a national endeavour to provide a consistent and streamlined response to victims of domestic violence."

Migration to Sweden from the New EU Member States / Institute for the Study of Labor, November 2007
PDF - http://ftp.iza.org/dp3190.pdf
Eskil Wadensjö
IZA Discussion Paper No. 3190
"Sweden did not apply any transitional rules for migrants coming from the ten new European Union member states in May 2004. The migration to Sweden from these countries also increased, especially from Poland and the Baltic states, even if not to the same extent as the immigration to Ireland and the UK (two countries with transitory rules of minor importance). The composition of the migrants changed. While earlier many more women than men arrived, now the gender composition is much more even. In this paper the labour market situation is studied for people living in Sweden at the end of 2005 who were either born in one of new member states or born in Sweden. The immigrants are represented in all sectors of the economy but overrepresented in some sectors. Their wages controlling for education are somewhat lower than those for natives. The labour market situation is rather good for the new immigrants and they are not overrepresented in different income transfer programs. The knowledge of these conditions may explain that Sweden abstained from introducing transitional rules also when Bulgaria and Romania became members of the European Union in January 2007."

"A new scheme to deal with first-time young offenders who have committed a minor offence will be piloted early next year. The scheme aims to stop them going to court unnecessarily, while at the same time ensuring that they make amends for their offence via an apology to the victim. The Youth Restorative Justice Disposal will ensure that first time offenders aged between 10 and 17 who have committed a low-level minor offence have to explain their actions and apologise to their victim. The apology could be given in either oral or written form."

Intimate Partner Violence and Psychological Health in a Sample of Asian and Caucasian Women: The Roles of Social Support and Coping
Journal of Family Violence, Volume 22, Number 8 / November, 2007, Pages 709-720
http://digbig.com/4wdam
Joohee Lee, Elizabeth C. Pomeroy and Tom M. Bohman
"This study examined the potential mediating effects of social support and coping strategies on the relationship between intimate partner violence (IPV) and psychological outcomes. Ethnic group comparisons indicated differences between Caucasian and Asian women. In the Caucasian group, the level of violence had an indirect effect on psychological outcomes via the mediating variables of perceived social support and passive coping strategies. In contrast, in the Asian group, the direct effect of the level of violence on psychological outcomes was strong and significant, and the mediating roles of these variables were not found. Research implications for practice are delineated."

Factors Associated with Co-occurrence of Spousal and Parental Violence: Quebec Population Study

Sylvie Lévesque, Marie-Éve Clément and Claire Chamberland
"Although the occurrence of both spousal and parental violence within the same family has been documented, there are scarcely any data on this phenomenon for Quebec and Canada. This study pursued two goals: to determine what differences exist between three groups in which family violence occurs (spousal violence, parental violence and co-occurrence of the two) and to better document the factors related to the different types of family violence by developing an explanatory model. Our findings support the hypothesis that families in which spousal and parental violence co-occur are not qualitatively different from those families in which only spousal or only parental violence occurs, but that they differ in the severity of the cases reported."

"The present study examines the impact abuse type, family response, and respondent gender have on attributions of blame in a hypothetical child sexual abuse (CSA) case. Overall, the assault was deemed more serious, the perpetrator more culpable, and the family less culpable when CSA involved (vaginal) penetration. Contrary to expectations, respondents were more negative towards a family who denied the abuse took place versus one which blamed or supported the victim. Finally, male respondents deemed the abuse to be less serious, were more negative towards the victim and their families, and more positive towards perpetrators than were female respondents."

"Recent research suggests that mothers of preschool-age children exposed to domestic violence may be more sensitive and responsive to their children than other parents. This heightened sensitivity and responsiveness in relationships may be key to the successful development of some children exposed to domestic violence; however this theory remains unexplored. The authors' analysis revealed that mothers of children exposed to domestic violence may indeed compensate for exposure to violence in their parenting interactions with their 2- to 12-year-old children."

Risk typologies of serious harm offenders managed under MAPPA: Mental health, personality disorders, and self-harm as distinguishing risk factors
Journal of Forensic Psychiatry & Psychology, Volume 18, Issue 4 December 2007 , pages 470 - 481
http://digbig.com/4wcyw
Joanne Wood
"Little is known about the risk profile of the offenders managed under Multi-Agency Public Protection Arrangements (MAPPA), yet this information is central to ensuring appropriate resources to manage the risks posed. The aim of this paper is to explore typologies of risk among this offender group in order to identify the resources needed to strengthen the risk management strategies employed by MAPPA. Three distinct groups emerged, with a relatively small number of risk factors distinguishing one cluster of offenders from another. These relate to mental health disorders, psychological disorders, self harm and/or substance abuse, and the risk of sexual offending and/or the type of violence committed. The findings highlight the importance of consistent representation from mental health and psychology services at MAPPA meetings to ensure the appropriate assessment and management of this offender group."

"Given the great epidemiological, social, and psychological importance of sexual offences, and their deleterious consequences for victims, it seems vital to focus on potential risk factors for becoming a sexual offender. Our study aims to contribute to a better understanding of specific risk factors for sexual offenders by including a number of potentially important variables: biographical, clinical, and forensic. Our findings indicate that sexual victimisation in childhood might be an important risk factor for sexual offending in later life. Therapeutic interventions for offenders focusing on their childhood sexual abuse might improve their psychosocial well-being and functioning, and their criminal prognosis."

A Capture–Recapture Model to Estimate the Size of Criminal Populations and the Risks of Detection in a Marijuana Cultivation Industry
Journal of Quantitative Criminology, Volume 23, Number 3 / September, 2007, Pages 221-241
http://digbig.com/4wcfm
Martin Bouchard
"This paper explores the validity of one capture-recapture model—Zelterman’s (1988) truncated Poisson estimator—used to estimate the size of the marijuana cultivation industry in Quebec, Canada. In addition, the study develops an original method to estimate the prevalence of cultivation sites “at risk of detection.” A first set of findings shows that the cultivation industry is substantial; the estimated prevalence of growers compares to estimates of marijuana dealers in the province. Results indicate that growers involved in large scale and sophisticated sites face lower enforcement-related risks than growers involved in smaller enterprises. The significance of these findings is discussed in the context of the widespread development, both in Europe and in North America, of a successful domestic production-driven, rather than importation-driven, marijuana trade."

For three of the five countries, differences in these patterns may partly be explained by simple differences in target density. The findings inform theories of crime concentration and offender targeting strategies, and have implications for crime forecasting and crime reduction more generally."

"We use data from the Province of Quebec to examine how the characteristics of a crime and the community context in which it occurs affect the likelihood that it will be cleared by the police. Workload is not very important, having only a slight effect on the clearance of misdemeanours. The fact that offenders are much more likely to evade the law in some communities than others may have important implications for deterrence. Two methods to improve the evaluation of police departments at crime clearance are also proposed."

"The Metropolitan Police Authority (MPA) and Metropolitan Police Service (MPS) are undertaking a major improvement programme for the Metropolitan Police estate. An Asset Management Plan (AMP) for each borough will outline the local strategy to improve facilities, including the provision of front counters, patrol bases, custody centres, Safer Neighbourhoods team bases, and office accommodation, as well as ensuring the buildings are fully accessible in line with legislation. A significant feature of the AMPs, which aim to explain the changes and how they will directly benefit policing, will be a period of local consultation, actively seeking feedback form the community."

The Development of a scale for measuring offence-related feelings of shame and guilt
Journal of Forensic Psychiatry & Psychology, Volume 18, Issue 3 September 2007 , pages 307 - 316

"There is substantial evidence that shame and guilt are distinct emotions. Within the field of forensic psychology, it has been suggested that feelings of shame and guilt about a crime differ in their implications for the offender's behaviour. The aim of this study was to develop and validate a preliminary measure of shame and guilt about a crime. The Offence-Related Shame and Guilt Scale was completed by 60 men detained on forensic psychiatric units, as were two existing general measures of shame and guilt. The resulting scales were found to have adequate internal consistency and test - retest reliability. Overall the results of this study suggest that while there is considerable overlap between the two emotions, shame and guilt represent distinct emotional responses to an offence."

Evaluating innovative treatments in forensic mental health: A role for single case methodology?
Journal of Forensic Psychiatry & Psychology, Volume 18, Issue 3 September 2007 , pages 353 - 367

"The rapid development of new forensic mental health services and treatments has created a demand for research and evidence relating to the effectiveness of interventions. Unfortunately, the literature on outcomes of treatments for mentally disordered offenders is sparse, compared with the substantial 'what works' literature regarding non-disordered offenders in the criminal justice system. In this paper we propose that single case research methodologies have a part to play in remedying this unsatisfactory state of affairs. The strengths and limitations of single case methods are discussed and comparisons made with RCTs, particularly in the context of dangerous and severe personality disorder (DSPD) services in England and Wales.

"This study aimed to examine rates of mental illness and suicidal ideation in a random sample of prisoners in four UK prisons, and to examine the characteristics and quality of care received by prisoners identified as at current risk of suicide/self harm. Results showed that prisoners identified as at risk of suicide/self harm had significantly higher rates of clinically significant symptoms of mental illness, as measured by a standardised instrument, than the general prison population. There was a high level of suicide risk that had not been identified. Problems with the delivery of planned care interventions were revealed and little congruence was found between systems of documentation. The suicide care planning system was correctly targeting a proportion of those at risk but high levels of unmet need remained. The care planning and information sharing processes within prisons and between prisons and other agencies should be improved."

"EZANIBRSDV allows users to analyse state-level data on victims of domestic violence based on information collected by the FBI's National Incident-Based Reporting System (NIBRS). Users can explore the characteristics of domestic violence victims, including demographic information of the victim (age, sex, and race), victim injury, and the victim-offender relationship. Data are based on incidents reported in 2004 from law enforcement agencies in 24 states. Users should be aware of the fact that the NIBRS data capture an unknown portion of the domestic violence victims known to law enforcement within a State (ie. some agencies within a State do not report their information to the FBI)."

Problem-Oriented Guides for Police Response Guides Series No. 6
"Sting operations have been part of the modern police response to crime for over 40 years, although artful deceptions and undercover operations have been part of police techniques for as long as policing has existed. The exploits of Jonathan Wild—who fenced stolen goods but also worked closely with London police as an informer in the early 18th century—are well known. Since their introduction in the US in the 1970s, modern sting operations have been justified as an effective, less coercive way not only to catch criminals, but also to collect the necessary arrest and conviction evidence, thus avoiding the difficulties or even the necessity of obtaining an offender’s confession. This guide is intended to help you decide whether a sting operation would be right for you, not about how to mount a sting operation."
Local Area Agreements and reducing crime / renewal.net, 1 October 2007
http://www.renewal.net/Nav.asp?Category=:crime
"Reducing crime is a mandatory outcome in Local Area Agreements, reflecting its importance in national priorities. Many crime and community safety issues are cross-cutting, needing a co-ordinated, multi-agency response, so work to address them fits well with the Local Area Agreement framework. Whilst statutory Crime and Disorder Reduction Partnerships (CDRPs) have tended to ‘fit’ current work into the LAA, rather than be driven by it, it is evident that the LAA development and refresh process is having an impact on how CDRPs are structured and operate. New National Minimum Standards reinforce the importance of linking the LAA development and CDRP planning processes."
