"FRIENDS are hand-delivering drugs and mobile phones to Buckley Hall prisoners – by throwing them over the security fence. A damning report by an independent monitoring board blames the practice for a rise in drug abuse among inmates. A survey was carried out between July 2005 and June 2006, during which time Buckley Hall switched back from a female to a category C male prison.The monitoring board discovered a rise in bullying which is ‘almost entirely due to drug debts.’
