New proposals will make all obscene images of children illegal / Ministry of Justice, 28 May 2008
http://nds.coi.gov.uk/Content/Detail.asp?ReleaseID=368663&NewsAreaID=2
"All images of child sexual abuse, including drawings and computer-generated images of child abuse will be illegal and offenders holding such images will face criminal charges and up to three years in prison under new proposals announced by Justice Minister Maria Eagle today.
The proposals were announced as part of the Government's response to a public consultation on the possession of non-photographic visual depictions of under-aged children engaged in sexual activity. It acknowledges the view that paedophiles could be circumventing the law by using computer technology to manipulate real photographs or videos of abuse into drawings or cartoons."

It was a six-week pilot scheme and the figures regarding its success appear to speak for themselves: there was a 57 per cent reduction in recorded assaults, a 54 per cent fall in vandalism reports and a 55 per cent drop in complaints from residents about antisocial behaviour. According to the police and the local authority, the scheme has been such a success there are plans to roll it out to other areas. This weekend - the first since the ban was lifted - the town's residents were waiting to see if incidents would jump again."

Men experience domestic violence, with health impact / EurekAlert, 19 May 2008
http://www.eurekalert.org/pub_releases/2008-05/ghcc-med051508.php
"Domestic violence can happen to men, not only to women, according to Group Health research in the June American Journal of Preventive Medicine. “Domestic violence in men is under-studied and often hidden—much as it was in women 10 years ago,” said study leader Robert J. Reid, MD, PhD, an associate investigator at the Group Health Center for Health Studies. “We want abused men to know they’re not alone.” His findings confirm some common beliefs but also debunk five myths about abuse in men"

People of Moroccan and Turkish origin – two of the three largest “non-western” migrant communities in the Netherlands – have been especially affected."

Airborne Thermal Imaging: The Power of Height / Officer.com, April 24, 2008

"When an eagle hunts, he does it from above. He can scan quickly, searching and gliding silently to its prey. As law enforcement officers, we do our "hunting" a little bit differently. Having eyes in the sky during our patrol is a welcomed asset, allowing us to cover more ground and search broader distances.
Incorporating thermal imaging (TI) technology into your airborne searches and patrols can offer significant advantages. Thermal eyes in the sky can aid in a number of different scenarios."

Failure to thrive revisited / Child Abuse Review, Jane Batchelor,
Department of Social & Policy Sciences, University of Bath, UK, 11 December 2007

"The term non-organic failure to thrive (FTT) has long been used in relation to young children with faltering growth for which no organic cause is found. In this paper, problems arising from dichotomised organic/non-organic responses to FTT are explored and reasons for the assumption that non-organic FTT was always due to emotional abuse or neglect are presented. The case is made that, except in a minority of cases, children fail to grow because they consume insufficient calories. Research studies on reasons for poor intake, from factors related to the child and their parents to the wider family and environment, are summarised. Following a brief reference to literature on outcomes, I argue that centile charts should be routinely completed for all young children. If faltering growth is identified, a multi-factorial assessment should be undertaken. Such an assessment reduces the risk of interventions being based on outdated assumptions about non-organic FTT and maximises the potential for successful resolution of poor growth. After briefly summarising the literature on interventions, I conclude with suggestions for improving practice in this field, including working in partnership with families and with health and social care professionals already known to them."

A Case of Burning Evidence The Nose Knows Arson When it Smells It / Officer.com,
April 27th, 2008 11:06 AM EDT
http://www.officer.com/web/online/Investigation/A-Case-of-Burning-Evidence/18$41155
At most crime scenes some physical evidence is always present and such evidence often is a clue to the identity of the perpetrator. At a potential arson scene, however, the evidence is all burned up. Or is it? Despite the fact that what remains after a fire looks like just a tangled and charred mass of debris, clues still exist within the debris and ashes. An arson fire may be started for insurance proposes, for revenge against the building owner or occupants or in many cases to cover up another crime such as a robbery or even a murder.

Don't Stick Your Head in the Sand
It's called risk management for a reason
/ Officer.com, April 24, 2008
http://www.officer.com/web/online/Leadership/Dont-Stick-Your-Head-in-the-Sand/16$41130
Just about everyone that has anything to do with law enforcement knows that it is a risky profession, and that we need to take steps to reduce that risk. But that is where the agreement ends. Exactly what is risky, and how risky is it? What things are riskier than others? How much importance should we place on certain risky activities, and how many resources should we expend in our collective attempt to manage our risks? Should we only do things that will totally do away with certain risks, or should we take incremental steps? What happens if, on the way to reducing one risky thing, we create another? How culpable are we if that happens? What if we just do nothing, and trust to luck?
