[USA] Sewage tells tales about community-wide drug abuse / EurekAlert!, 21 August 2007
http://www.eurekalert.org/pub_releases/2007-08/acs-stt081007.php
"Public health officials may soon be able to flush out more accurate estimates on illegal drug use in communities across the country thanks to screening test described at the 234th national meeting of the American Chemical Society. The test doesn’t screen people, it seeks out evidence of illicit drug abuse in drug residues and metabolites excreted in urine and flushed toward municipal sewage treatment plants."
Concerns raised over Taser safety / New Scientist, 27 September 2007

""Don't tase me, bro," screamed student Andrew Meyer last week - just before police did exactly that. The incident happened after the University of Florida student asked a question during a speech by Senator John Kerry. This event - available for all to see on YouTube - and the "tasing" of an autistic teen darting around in traffic after bolting from a counselling session - has sparked renewed debate over appropriate use of Tasers. The question is not just in what circumstances you can justify using Tasers, but how safe they are. As Taser use continues to spread, organisations like Amnesty International have voiced concerns over safety."

"Increasingly regulated world and with security risks ever more visible, companies are under greater pressure than ever before to lock down their businesses. Many are ramping up technology investments in areas that provide them with greater insight into who is doing what and when within their organisations. Among these, identity and access management technologies are becoming mainstream tools deployed in the majority of organisations so that actions taken can be tied to the identity of the individual who has performed them."

Local Drug–Crime Dynamics in a Canadian Multi-Site Sample of Untreated Opioid Users
Canadian Journal of Criminology and Criminal Justice/La Revue canadienne de criminologie et de justice pénale, Volume 49, Number 3 / July 2007, Pages 341-373
http://digbig.com/4tqtk
Patrik Manzoni, Benedikt Fischer, Jürgen Rehm
"This multi-site study analysed self-reported involvement in property crime, drug dealing, and sex work, across five Canadian cities, among a sample of 677 illicit opioid and other drug users outside of treatment. Findings revealed substantial differences among the cities regarding both the extent and frequency of illegal activities. In regard to local differences, multiple logistic regression models revealed that crack use was strongly associated with property crime in Toronto, while cocaine use was strongly related with sex work in Montreal and Quebec City. This evidence points to local dynamics of drug cultures that are related to specific criminal activities. Implications for further research and intervention efforts are discussed."

Paul Johnson ; Robin Williams
"The use of DNA profiling in support of criminal investigations by police forces across the world has expanded remarkably during the last decade. The effectiveness of the world's first national DNA database - the National DNA Database of England & Wales - has subsequently influenced both police and legislative authorities in many other criminal jurisdictions to establish (or seek to establish) equivalent databases. The automated comparison of DNA profiles obtained from scenes of crime with those obtained from individuals suspected of involvement in criminal activities is regarded by many observers as the most important development in investigative technology since the adoption of fingerprint comparison early in the last century. This paper describes some recent and significant efforts to influence both the growth of national DNA databases, and also to extend the exchange of genetic information in support of trans-national policing. Some of the legal, policy and ethical issues that arise from these efforts are outlined and discussed."

"The Police Reform Act (2002) introduced police community support officers (PCSOs) into the service for the first time. The introduction of PCSOs has to be considered in the context of debates about security governance, since proponents see the initiative as a means of reconsolidating police sovereignty over policing. Obviously, in order for this sovereign project to be feasible, PCSOs have to be integrated successfully into their newly adopted 'family'. This paper is concerned with a number of organisational issues relating to the Police Community Support Officers integration. It draws upon research into PCSOs carried out in two London boroughs (Westminster and Camden) between October 2002 and December 2003."

How Green was Thames Valley?: Policing the Image of Restorative Justice Cautions
Policing and Society, Volume 17, Issue 2 June 2007 , pages 141 - 163

Aidan Wilcox; Richard Young
"In 1994, Thames Valley Police (in the UK) began experimenting with restorative justice cautioning, in the Milton Keynes area. Other pilot programmes (most notably in Aylesbury) soon followed. The initiative was enthusiastically promoted by the then Chief Constable of Thames Valley Police, Sir Charles Pollard. One of his central claims was that re-offending rates had declined from 30% to 4% in Aylesbury as a result of restorative cautioning. This remarkable claim was instrumental in persuading key individuals, both within and outside Thames Valley Police, that greater use should be made of restorative methods within criminal justice. This paper subjects that claim to empirical scrutiny (and finds it baseless) as well as exploring what this episode reveals about the nature of relations between the police and the media."

"Currently, police officers undergo officer safety training at a level and regularity unknown to their predecessors. Using interviews with police officers, observations of officer safety training and official documentation, this article examines the rationale behind officer safety training, while exploring its limitations. It is argued that the officer safety training is structured in a way that encourages pre-emptive uses of force, which is exacerbated by the ambiguous nature of guidelines and rules of engagement that fail to adequately regulate the use of force. Furthermore, suggestions are made for changes that will ensure officer safety, while providing greater safety and accountability to the public."

An Examination of behavioral consistency using individual behaviors or groups of behaviors in serial homicide
Behavioral Sciences & the Law, Volume 25, Issue 4, Pages 527 - 544. Special Issue: Current Directions
http://digbig.com/4tqqt
Alicia L. Bateman, C. Gabrielle Salfati
"Establishing behavioural consistency in serial homicide offending behaviour is essential when linking homicides together and to a common offender. This study provides the first empirically based evidence testing the use of using single behaviours as linking factors in linking homicide cases in a series, and shows that this method has inherent difficulties in accomplishing this, thus providing the first wave of empirical testing that questions current theories in the literature on serial homicide, which has suggested that signatures or specific key behaviours are important in understanding the consistency in an offender's behaviour across the crimes."

The reoffense rate was significantly different across criminal types and was not related to the time post treatment years at risk. New and innovative DUI offender policies and practices are needed to better engage the heterogeneous offender population, and reduce the incidence of repeat DUI."

"Past research examining the effects of expert testimony on the future dangerousness of a defendant in death penalty sentencing found that jurors are more influenced by less scientific clinical expert testimony and tend to devalue scientific actuarial testimony. This study was designed to determine whether these findings extend to civil commitment trials for sexual offenders and to test a theoretical rationale for this effect. Participants' gender was found to exert important interactive effects on dangerousness decisions, with male jurors showing the predicted effect while females did not. The policy implications of these findings are discussed."

"Little is known about the effectiveness of treatments for severe personality disorder in prisons. The over-representation of borderline personality disorder in female prisons has lead to pilots of dialectical behaviour therapy [DBT] in three such establishments in the UK. This treatment was designed for borderline personality disordered women in the community in the USA, and this is the first time it has been piloted within a UK prison context. It was the treatment of choice as it had the strongest evidence base in lower security settings. [...] In describing the improvements in all three cases, we aim to demonstrate the versatility of DBT in the prison setting and its capacity for reducing criminogenic risk."

http://www.abs.gov.au/AUSSTATS/abs@.nsf/mf/4525.0?OpenDocument
"The National Criminal Justice Statistical Framework (NCJSF) discusses the various connections across the main sectors of the criminal justice system and identifies some of the key counting units (such as "person" and "criminal incident") and data variables that characterise its main aspects. The Framework aims to support integration of criminal justice data between the different, interconnecting sectors of the criminal justice system as well as across the states and territories of Australia. It achieves this by promoting comparability of data both within and between jurisdictions. By using common definitions and standards across service areas and jurisdictions, a common language is created that facilitates a shared understanding of the criminal justice system and the populations that flow through it."

The EU and the US will hardly be able to curtail the polarisation and radicalisation of the Palestinian population with their strategy of joining with Israel and moderate Arab regimes to isolate the democratically elected Hamas. Europe is faced with the difficulty of formulating a sustainable Middle East policy that will not cause new transatlantic frictions."

It does so to highlight a larger, more important theoretical and policy point: The United States, in its global war against terror, has improperly defined what constitutes a legitimate Islamist threat. As a result, it mislabels many Islamist groups that do constitute a real security threat to the United States and to democratic regimes in general."

"From the controversy raging in London over Muslim women wearing the niqab to the upsurge in violent crime in Paris, Muslims in Europe are at the center of a storm of disagreement. Although many Muslim youth are comfortable as Muslim and European, others feel estranged from society. A tiny minority of these youth are drawn to violence, in part as a solution to their alienation. USIP’s Muslim World Initiative helped sponsor a conference hosted by the British organisation Wilton Park that discussed a wide variety of problems confronting Muslim youth in Europe. A theme that ran through the conference was how to combat the alienation of Muslim youth and encourage responsible citizenship. The conference brought together a wide range of Muslims, scholars and government representatives from countries around the world."

IZA Discussion Papers No. 3030
"The aim of this paper is to study interactions among different types of risktaking behaviour by youth, namely drug use and teenage pregnancy. We check the impact of factors such as exposure to mass media, the existence of support networks, self-esteem, or the occurrence of violence at home and in the neighbourhood, on the probability of risk-taking behavior. A bivariate probit model is estimated. Findings indicate that reliance on support networks and exposure to mass media are associated with a lower probability of either type of risk behaviour. Living in a violent home increased drug consumption. Race does not have a significant impact on either type of behaviour."

[...] The proposal, similar to one made eight years ago by the Commission to Assess the Organization of the Federal Government to Combat the Proliferation of Weapons of Mass Destruction, or CAOFGCPWMD, which may represent a Guinness World Record for acronym length, highlights the most obvious problem confronting Washington's national security process: Faced with a growing agenda of national security issues that cut across departmental boundaries, we're incapable of setting clear national priorities and providing cross-agency guidance and budget discipline when enforcing them."

Little is known concerning the strength of this association across cultures and genders, and few have assessed possible mediators. This study assesses the link between binge drinking and PV among 7,921 college students in 38 sites around the world, and investigates the mediating role of antisocial traits and behaviours (ASTB). A significant association was found between binge drinking and PV, the strength of which differed by site but not by gender. ASTB fully mediated this association. The mean level of binge drinking at each site did not significantly influence the strength of the association between binge drinking and PV."

"Four out of 10 employers say that alcohol misuse is a significant cause of worker absenteeism, but few organisations have policies to deal with drink or drug problems. In a survey of 500 organisations by the Chartered Institute of Personnel and Development, 40% of employers questioned said alcohol misuse was a "significant cause" of employee absence and lost productivity."
How do we measure who in the tribe is ready for change? / Ideal Government [blog], 18 September 2007

"We want government and public services to treat people with respect, as if they were the servants not the masters, cost less money, sort out problems honestly and quickly and behave in a generally ideal manner. That means, I think we can agree, a pretty deep and broad culture change in the best part of 5m people and a huge number of institutions [...] So here’s a question. Is there a simple way of measuring how ready people are to change?"
The British Gambling Prevalence Survey 2007 / Gambling Commission, 19 September 2007
http://digbig.com/4tpyq
"The British Gambling Prevalence Survey is a large-scale nationally representative survey of participation in gambling and the prevalence of problem gambling in Great Britain. The survey builds on the first British gambling prevalence survey carried out in 1999, which was commissioned by GamCare. This survey has been undertaken to help the Commission understand the nature and scale of gambling in Great Britain at a point before the Gambling Act 2005 was implemented on 1 September 2007. It was commissioned as part of the Gambling Commission’s commitment to the licensing objectives of keeping crime out of gambling, ensuring gambling is conducted fairly and openly, and protecting children and vulnerable people from harm from gambling."

"A number of recent research publications have reiterated the important role played by supportive family ties in facilitating the successful community re-entry of ex-prisoners and in preventing reoffending. This, in turn, has led to increased official recognition of the value of supporting the family ties of prisoners. However, although providing assistance to prisoners' families with reference to their role in preventing reoffending may be of value in pragmatically improving their often profoundly negative experiences, such an approach is problematic on a number of grounds. This article critically analyses the issues."

Probation and the Tragedy of Punishment

"Discussions of probation values have not always given sufficient emphasis to two important considerations – first, that probation practice takes place in the contested area of penality, so that aims and values are inherently disputable; second, that there is a tight conceptual link between values and practice. Values should be expressed in action; reciprocally, experiences of trying to realise aims and values should contribute to their progressive refinement. These considerations and awareness of diversity imply wide discretion and other characteristics that sit uncomfortably with contemporary managerialism. Probation is a morally significant activity and not reducible to techniques of effectiveness."

Prisoners' Rights since the Woolf Report: Progress or Procrastination?

DENNIS EADY
"The recommendations of the Woolf Report promoted the principles of justice and fairness in the running of prisons in England and Wales. This article examines how far a rights culture has developed in prisons since Woolf. This is done with reference to human rights legislation, the role of monitoring bodies and government policy and practice in relation to prisoners' rights and conditions. The article concludes that while some progress has been made through the courts and through pressure from monitoring bodies, government policy and practice has frequently resisted rather than promoted the development of a rights-based culture."
