"The recommendations of the Woolf Report promoted the principles of justice and fairness in the running of prisons in England and Wales. This article examines how far a rights culture has developed in prisons since Woolf. This is done with reference to human rights legislation, the role of monitoring bodies and government policy and practice in relation to prisoners' rights and conditions. The article concludes that while some progress has been made through the courts and through pressure from monitoring bodies, government policy and practice has frequently resisted rather than promoted the development of a rights-based culture."
