Can production and trafficking of illicit drugs be reduced or merely shifted? / World Bank, 18 March 2008
PDF - http://digbig.com/4wpsx
Reuter, Peter
"The production of cocaine and heroin, the two most important drugs economically, has been concentrated in a small number of poor nations for 25 years. A slightly larger number of developing nations have been affected by large-scale trafficking in these two drugs. Efforts to reduce drug production and trafficking have not been subject to systematic evaluation but the best interpretation of the available evidence is that they have had minimal effect on the quantities produced or trafficked. It is reasonable to conclude that international drug control efforts can do more to affect where these drugs are produced rather than the quantity. If that is the case, and given that spreading a specific level of production or trafficking to more rather than fewer nations probably decreases global welfare, it may be appropriate to consider a less aggressive stance to current producers and to make strategic decisions about the location of an industry producing a global bad."

"This paper outlines the institutional history of the international narcotic drug control regime. The paper argues that the contemporary control model is ill-positioned to address the dynamic and rapidly changing nature of the global narcotics trade. The persistence of anachronistic guiding first principles, specifically the utopian idea of prohibition, is identified as the key impediment to the adoption of a more humane and effective policy approach. But while there is growing pressure for a revision of founding ideas, this is not supported by a host of powerful actors."

Official statistics, public policy and public trust
Journal of the Royal Statistical Society: Series A (Statistics in Society), Volume 171, Number 2, April 2008 , pp. 323-346(24)http://digbig.com/4wpceHolt, D. Tim
"The question of public confidence in official statistics has been central to government statistical policy for the last 10 years. This year the Statistics and Registration Service Act 2007 was passed. The paper suggests key characteristics of the new arrangements that will be needed if public confidence in the official statistics outputs is to be strengthened. It is argued that this will depend on public confidence in the statistical system as a whole rather than just the new Board. The organisational structure of the UK statistical system is described and this is linked to the issue of public confidence. Finally the wider questions of evidence-based policy and the use of statistics and statistical thinking throughout government are discussed."

Distinguishing Juvenile Homicide From Violent Juvenile Offending
International Journal of Offender Therapy and Comparative Criminology, Vol. 52, No. 2, 158-174 (2008)
http://ijo.sagepub.com/cgi/content/abstract/52/2/158?rss=1
Frank DiCataldo ; Meghan Everett
"Juvenile homicide is a social problem that has remained a central focus within juvenile justice research in recent years. Research has attempted to conceptualise adolescent murderers as a clinical category that can be reliably distinguished from their nonhomicidal counterparts. This study examined 33 adolescents adjudicated delinquent or awaiting trial for murder and 38 adolescents who committed violent, nonhomicidal offences to determine whether the two groups differed significantly on family history, early development, delinquency history, mental health, and weapon possession variables. Two key factors did distinguish the homicide group: These adolescents endorsed the greater availability of guns and substance abuse at the time of their commitment offences. The significance of this finding is discussed, and the implications for risk management and policy are reviewed."

The Effect of Inmates' Self-Reported Childhood and Adolescent Animal Cruelty: Motivations on the Number of Convictions for Adult Violent Interpersonal Crimes
International Journal of Offender Therapy and Comparative Criminology, Vol. 52, No. 2, 175-184 (2008)

Christopher Hensley ; Suzanne E. Tallichet
"Based on a sample of 261 inmates at medium- and maximum-security prisons in a southern state, the present study examines the relationship among several retrospectively reported motives (anger, fun, dislike, and imitation) for animal cruelty and violent crime convictions (assault, rape, and murder). Almost half reported abusing animals out of anger, whereas more than one third did so for fun. Dislike for the animal and imitation were less frequently occurring motives. Participants who abused animals at an earlier age and those who did so out of anger or for fun were more likely to repeat the offense. Regression analyses revealed that abusing an animal out of fun in their youth was the most statistically salient motive for predicting later interpersonal violence as adults."

"This pilot study investigated the defence styles of paedophile sexual offenders. Results showed that paedophiles had a significantly lower overall defensive functioning score than the controls. Paedophiles used significantly fewer obsessional level defences but more major image-distorting and action-level defences. Results also suggested differences in the prevalence of individual defences where paedophiles used more dissociation, displacement, denial, autistic fantasy, splitting of object, projective identification, acting out, and passive aggressive behaviour but less intellectualisation and rationalisation."

"Drugs, crime and terrorism remain three of the greatest threats to the peace, security and well-being of humanity. The United Nations Office on Drugs and Crime (UNODC) is therefore in high demand. Growing confidence in the ability of UNODC to help States confront these challenges was reflected in a healthy increase in voluntary contributions in 2007. Recognition of the valuable work that the Office is carrying out is growing in the media, the public and among peer organisations. The work carried out by UNODC in 2007 reaffirmed the merits of the Office’s three-pronged approach, which is based on research that ensures that policy is evidence based, a strong legal framework that helps States fight drugs, crime and terrorism according to the rule of law and an operational response that is made possible by the political ownership of the States concerned, technical assistance from UNODC headquarters and the involvement of the Office’s worldwide network of field offices."

He explained: “Each year, the National School Portfolio holds up a mirror to the ambitions and preoccupations of government and the evolution of new approaches towards them. As well as the usual provision of training titles for leaders, managers and professionals working in government, this year’s Portfolio highlights the importance of cross-cutting approaches as enshrined in the 30 new Public Service Agreements, and of the need for fresh approaches to learning."

"This study sets out to examine what drugs users feel about different styles of intervention and what effect these might have on their drug-use behaviour. Responses indicated a level of ‘entrenched-ness’ of drug use among some of the sample, suggesting that very little would deter them from taking drugs in any way. However, there was a noteworthy number of respondents who indicated that they were clearly influenced by local communities. It is suggested that Neighbourhood Policing (NP) presents an opportunity within a framework of police–community liaison to achieve a sustained impact on community drug problems."

"To date, the literature tends to be rife with research examining individuals' perceptions of the police. Missing from this research were two types of studies: (1) those examining how certain types of professionals perceive the problems they have collaborating with law enforcement; and (2) those examining the consequences of those perceptions. This study addressed that void by considering how 44 sexual assault crisis workers described their experiences in collaborating with law enforcement agencies."

Why we trussed the police: police governance and the problem of trust
International Journal of Police Science and Management, Volume: 10 Issue: 1, March 2008, Page(s): 51-64

"The paradox running through this paper concerns the relationship between society and the police whereby, in order to trust that the police will not abuse their power, the public invariably ensure they are trussed. Central to this is the question of how, in thinking about police governance, can trust be acknowledged as a fundamental feature of police relationships, and how can trust be activated to ensure that the police are regarded as legitimate? This highlights a further paradox, whereby the institution charged with trussing the police, the government, is also a major beneficiary of the security which the police bring. At issue is a statement of the underlying principles which make for a more democratically responsive police service."

"This paper describes and classifies different types of knowledge that are a part of police patrol officers' practice. Even though an intervention usually forces a police officer to apply several different knowledge types, this paper discusses different forms of professional knowledge separately to enable categorisation. This paper presents a polarisation into two knowledge management perspectives: the theoretical knowledge view and the street-level knowledge view respectively."

The Behavioural analysis interview: clarifying the practice, theory and understanding of its use and effectiveness

"The Behavioural Analysis Interview (BAI) is the only questioning method that has been developed specifically to help investigators sort those who are likely to be ‘guilty’ from those who are not. In its typical application the BAI is a pre-interrogation interview that is used to focus interrogational effort; however, it also can be used independently in order to circumscribe investigative efforts in those cases in which there is a fixed and relatively large number of ‘suspects’. In this paper an overview of the BAI process is provided and the findings and limitations of the extant bodies of field and laboratory research on the BAI are discussed. The paper concludes with suggestions to guide future research on the BAI."

"Few issues are as contentious as immigration and crime. Concern over the effects of immigration on crime is longstanding, and bans against criminal aliens constituted some of the earliest restrictions on immigration to the United States (Kanstroom, 2007). More recently, policies adopted in the mid-1990s greatly expanded the scope of acts for which noncitizens may be expelled from the United States. Even so, many calls to curtail immigration, particularly illegal immigration, appeal to public fears about immigrants’ involvement in criminal activities. Are such fears justified?"

"In 2005, poisoning remained the second leading cause of injury death in the United States, after surpassing firearms for the first time in 2004. The vast majority of poisoning deaths are due to unintentional drug overdoses. Narcotic-related deaths have played the largest role in the increase in all poisoning deaths from 1999 to 2005 (the years for which data are available). They accounted for 56 percent of all poisoning deaths in 2005, increasing from 50 percent in 1999. Their absolute numbers increased 84 percent over the 7 years. Methadone-related deaths have increased more than other narcotic-related deaths."
