A 26-year-old Northeast Portland woman with a history of diabetic seizures complained Sunday that police used a stun gun and excessive force on her late Saturday night when she needed medical help.
Brandi Hess, her family and her friends called for better training for police so they know what to do in medical emergencies involving frightened people who can be uncooperative through no fault of their own."
