"When looking at the failures of security services to foresee attacks such as those that took place in the US on 11 September 2001 and London on 7 July 2005, one consideration could be that traditional analytic boundaries fail to capture the broad dynamics of 21st-century homeland security issues. In particular, that these boundaries place too much emphasis on the distinction between domestic and foreign security, which no longer applies in an era of globalisation and terrorists with worldwide reach."
