"The challenge to the Capability Reviews is: ‘Are they bringing about sustainable change and strengthening Civil Service capability? In short, are they making a difference?’ I believe that this document demonstrates that they are doing just that. There is a picture of improvement, often against very challenging external and internal pressures, in all of the Tranche 1 departments. Permanent secretaries care about their Capability Reviews, and they care about improving their departments. We are seeing this leading to positive outcomes. Tranche 1 departments are: Department for Children, Schools and Families, Department for Work and Pensions, Home Office and Ministry of Justice."
