"WEAKNESSES in border security arrangements are allowing cargo, mail, animals and people to enter the country without being checked for exotic pests and disease, despite the threat of another multi-million-dollar biosecurity disaster. A review of the Australian Quarantine and Inspection Service and commonwealth border security strategies has identified numerous areas where government-mandated targets and benchmarks have not been met or are deliberately low."
