"Crime has reduced by 13% compared with the year ending March 2003 (year ending September 2007). This reduction has led to fewer victims of crime and anti-social behaviour across England and Wales. Reductions in recorded crime have often been highest in the areas where need was greatest. These significant achievements reflect the considerable hard work and commitment of a wide range of practitioners."
