"Regular random drug tests carried out at the jail in Victoria Road, Douglas, show illegal drug use by prisoners has fallen from 20.9 per cent in 2004 to 7.62 per cent last year. It amounts to a 63 per cent reduction over three years and a significant fall on the 2005 figure of 12.8 per cent."
