"This article considers the impact that constitutional law can have on penal policy through an analysis of current developments in the law governing youth prisons in Germany. It sketches the emergence of constitutional guidelines for the development of German prison law generally and then pays close attention to a recent decision of the German Federal Constitutional Court on the constitutionality of current provisions on the implementation of youth imprisonment. The implications of the judgment of the Court for future German legislation in this area are outlined. The conclusion considers the wider implications for penal policy of combining a formal rule that constitutionally guaranteed rights of prisoners can only be restricted by primary legislation, with substantive constitutional requirements for the objectives of penal legislation and for how these objectives should be met. It argues that such a rule is potentially applicable not only in Germany but also in other countries with similar constitutional traditions."

This study assessed the monetary costs to society of self-reported male juvenile offending in urban areas. Previously published estimates of victim costs of a number of violent and property crimes were used to calculate the monetised social burden of criminal activity of a cohort of 503 boys. Conservatively estimated, the cohort caused a substantial burden of harm to society in the form of victimisation costs, ranging from a low of $89 million to a high of $110 million. Importantly, it is argued that high crime costs do not themselves suggest a policy solution. Implications for policy and research are explored within this context."

"The Arrestee Survey is the first nationally-representative survey of drugs and crime among individuals arrested in England and Wales. It provides a measurement of self reported drug misuse among a sample of individuals arrested in England and Wales. The link between drug and/or alcohol consumption and criminal offences leading to arrest is also examined, as are associations between self-reported drug use and wider offending behaviour. Three sweeps of the data have been collected in 2003-04, 2004-05 and 2005-06. This report presents the findings from the 2005-06 survey, as well as highlighting any significant changes in results over the three sweeps. Only statistically significant, and substantial, changes over time are included in this report. Any other apparently substantial differences in tables are not statistically significantly and as such cannot be taken as showing real change."

"In the past few decades, large numbers of immigrants from less-developed non-western countries have changed the demographic and social composition of the population at the national level. The newcomers are concentrated in the economic urban centres in the Western part of the country, mainly in older neighbourhoods where houses are cheaper. This tendency to spatial concentration in the older urban parts in the country was accelerated by an ongoing selective suburbanisation of natives. Government policies on the national and local levels seek to counteract this tendency. Most policy measures are based on the assumption that the spatial segregation of the poor derives from their individual economic position. This study examines ethnic differences in mobility patterns in the Netherlands and aims to assess the role of observed characteristics and unobserved factors such as preferences and discrimination. In addition to disparities in individual socioeconomic positions, preferences can drive location choice according to the ethnic composition of the neighbourhood."
