"Chief Inspector of Adult Learning David Sherlock said in the report: “Perhaps the most heartening successes I can report this year have been achieved in prison learning and skills. The demands of the prison regime and the various forms of isolation endemic in closed establishments have been a major hurdle in the way of system wide improvement. “But from this very unpromising beginning, things have come a long way: only 16 per cent of the 25 prisons and young offender institutions that had their initial inspection in 2005-6 had inadequate learning and skills provision, compared with over half a year earlier. “It is particularly pleasing to see improvement in prison learning being built on long-standing strengths. Occupational training in custody has always been good, with expert trades people absolutely dedicated to achieving outstanding craftsmanship among their students.” "
