"MENTAL health services on Wearside will be improved after an inquiry uncovered flaws in the care of double killer Sean Crone.An independent investigation was launched after Crone, then 25, killed Simon Richardson, 27, and Ian Lawson, 25, on Red House Estate, Sunderland, in October 2003.
