"An internal government report on the merits of running tattoo parlours in federal prisons contradicts assertions that the fledgling program was cancelled because it wasn't working. Day killed the program in December, citing an internal evaluation that showed giving tattoos to prisoners to cut down on illicit tattooing and infectious diseases ''is not an efficient use of taxpayer dollars.'' But a draft copy of evaluation by Correctional Service Canada, leaked to CanWest News Service, concludes that the $960,000-pilot project ''has demonstrated potential to reduce harm, reduce exposure to health risk, and enhance the health and safety of staff members, inmates and the general public.''
